The selected TPM agency(-ies) will play an important role in the monitoring of these projects and related learning processes (via on site visits and remote monitoring), providing monitoring and learning reports. These activities will complement other ongoing monitoring and steering activities that are part of Switzerland’s results-based management system in Ukraine. This mandate aims to provide additional information for learning, improving relevance and strategic steering of projects and to mitigate programmatic and institutional risks for Switzerland. The present tender consists of two lots, whereby Lot 1 addresses monitoring and quality assurance services for the Swiss country program’s development cooperation and humanitarian portfolio and Lot 2 concerns measures and initiatives engaging the Swiss private sector.

Title : • Lot 2: TPM services for Swiss private sector engagement projects and programming
Description : As part of the support in the area of economic recovery, Switzerland foresees several measures to include the Swiss private sector in the reconstruction efforts of Ukraine. These so-called Private Sector Measures will be implemented in close cooperation with Ukraine and in a manner that complements Switzerland's existing international cooperation efforts. Requested services for Lot 2 include Monitoring of the Private Sector (PS) Measures at Output, Outcome and Impact Level; Full project cycle monitoring support: from designing and planning the monitoring of programs/projects, to data collection, data analysis, presentation of insights, and developing proposed steering measures; Organization and coordination of technical and financial audits by external parties: Analyse the implementation mechanism of the PS measures and formulate adjustments if needed.
