The contracting authority has carried out a market survey in spring 2025 with the intention of uncovering which tenderers are available in the market. The result showed that there were eight actors in the market who offer digital platforms for task sharing and mobilisation of volunteers. Each actor is assessed in accordance with four main criteria: (1) assignment sharing platform, (2) training and qualification, (3) methodology for collaboration, and (4) operational model and distribution. After an overall assessment, Nyby appears as the most complete solution among the actors, as no one else offers the same broad functionality and multi-party cooperation in one platform. The other actors have strong sides – some with more mature products for the volunteer part, others with larger user bases within social networking, and some with expertise in recruitment – but none tick all four criteria simultaneously. Nyby combines innovation support, voluntary mobilisation and work inclusion via NAV, integrated qualification of helpers and a documented collaboration model, with a direct transferable value to budget, an "all-in-one" package for municipal assignment sharing.
