Title : Technical secretariat for the High Level Construction Forum
Description : The contract is to provide a technical secretariat for the High Level Construction Forum (HLCF), for the implementation and further development of the Transition pathway for the Construction ecosystem. For a decade HLCF has been the main platform to maintain dialogue between the Commission and the construction industry. It also supports the constructive and continuous dialogue of the Commission with Member States and other stakeholders of the ecosystem and the co-design, implementation and dissemination of policy actions and initiatives that affect construction. The contract of the current Secretariat will end in May 2025. The Secretariat contributed principally to a co-creation and adoption of the Transition pathway for Construction. The proposed action will support and monitor activities related to the implementation of the Pathway and also additional construction ecosystem-related Commission activities and events and helps to shape the future Commission policy in the area. The Construction ecosystem is the second biggest ecosystem regarding employment and monetary terms, affecting major EU policies – climate adaptation, digitalisation, waste creation, housing, etc. And it is highly fragmented - 99% of companies in the construction ecosystem are SMEs, and most of those are micro-enterprises. The HLCF is the vehicle to facilitate the contact with and involve SMEs to the EU policies. At the moment, there is around 1,200 stakeholders already registered in the HLCF mailing list. It is suggested to have one procurement action, covering 4 years, i.e. with 3 annual renewals. The annual budget is planned EUR 200,000.
