Description : The objective of this procurement procedure is the award of a multiple framework contract with reopening of competition with a maximum of 5 economic operators for the on-demand provision of analytical reports focusing on border security, cross-border crime, human smuggling, security and foreign policy in major countries of origin and transit to the EU member states and the Schengen associated states. These reports, known as Multisource Analytical Assessments (“MUSO”), will be based on open-sources information and geospatial analysis of earth observation data. They aim at supporting better-informed decision-making. The MUSO reports will use both quantitative and qualitative data collection and analysis methodologies, including literature reviews, predictive data analytics, behavioural sciences and geospatial analysis. The reports will cover the specific needs of the European Union Satellite Centre ("SatCen") under the Service Level Agreement concluded by and between the SatCen and the European Border and Coast Guard Agency (“Frontex”).

Additional information : This procurement procedure is financed with a contribution from the European Border and Coast Guard Agency (“Frontex”) under a Service Level Agreement concluded between SatCen and Frontex. The procedure is governed by SatCen's rules on public procurement, available at: https://www.satcen.europa.eu/keydocuments/SatCen_procurement-manual%20V0565c35349ac64050001cdb6d0.pdf .In case of unavailability or disruptions in the functioning of the electronic means of communication provided in Section 5.1.11 in the last 5 calendar days before the time limit for receipt indicated in Section 5.1.12, the contracting authority reserves the right to extend this time limit and publish the extension at the Internet address provided in Section 5.1.11, without a preceding publication of a corrigendum to this notice.
