Description : The Finnish Aviation Academy (also “FINAA”) requests the suppliers to submit its request to participate in the tender competition, in which the Finnish Aviation Academy procures aircraft to replace its current Cessna fleet (11 planes). Current Cessna fleet used by the FINAA is at the end of its life cycle in terms of FINAA operations, although their airworthiness can be maintained for years to come. The plan is to modernize the current Cessna fleet with no more than 10 EASA type certified aircraft designed to improve flight training quality, safety, efficiency and sustainability. The replacement aircraft (later just “aircraft”) are suitable for flight training use and are fixed wing propeller aircraft with at least four seats, which are more technologically advanced, environmentally friendly and operationally more capable than current Cessnas. The aircraft must meet the requirements and expectations of modern aviation, enable flying in all weather conditions, and provide better and safer conditions for flight training in an environmentally friendly manner. It is planned to divide the orders into two batches: first, 5 aircraft will be ordered, and later, after a maximum of one year, 4-5 aircraft, depending on the experience gained in operating the first batch aircraft. The procurement can involve spare parts and training for maintenance staff if the contracting authority finds it economically beneficial to include these in the agreement. The procurement shall not include a minimum purchase obligation and does not grant the supplier exclusive rights to provide goods or services to the contracting authority. The agreement shall remain in force until the FINAA has acquired the maximum number of aircraft to be procured specified in the agreement and the parties have fulfilled their obligations. Preliminiary requirements and mandatory requirements as further defined in Annex II-1.1.2 and 1.1.3. The Annexes of contract notice in Part II represent preliminary views of the contracting authority. All mandatory requirements not negotiated by the contracting authority are indicated in yellow in Annex II-1.1.3 "Mandatory requirements". The documents in other parts, including agreement (Annex II-1.1) are subjects to change during negotiations and shall be amended and clarified during the negotiation process.
