Description : The value of the procurementsSamlet verdi for all competitions is NOK 9,000,000,000 excluding VAT, plus options. A competition shall be held for all projects. Any existing framework agreements will not apply. Competence and methodologyThrough these procurements, we would like to get the right competence in order to carry out good Stimulab projects. The tenderers must be able to deliver service design as their main competence in the procurement, with the support of other competences adapted to each individual project. This will be further described in the tender documentation for each competition. In addition we would like input from suppliers as to whether there is other competence that ought to be included. How we emphasise the different competences we will adapt to each individual procurement. All Stimulab projects shall follow the triple diamond and the tenderer must offer competence in the execution of all three diamonds, even if we do not know what the delivery is at the start of the project. Delivery Since the project is a part of Stimulab, it shall have an open and experimental approach and it has therefore not been given in advance what the concrete delivery in each project will be. But the projects shall result in an anchored and committed system that is either implemented or shall be implemented, or is a platform for further development. This will depend on the project ́s complexity and size and will be uncovered in more detail in the diagnosis phase.

Main features of the procedure : The background Stimulab is a stimulation scheme for innovation and service design and it shall stimulate public innovation from the inhabitants perspective. The Directorate of DigitalIsation and DOGA offer multi-disciplinary support, guidance and financial resources through the scheme for innovative development projects in governments and municipalities. The projects we support shall end up in new and improved services, processes or systems. The aim is more complete and better services for the users and a more efficient management. Through participation in Stimulab, the entities will learn how to work with service development in new ways that give better results for both the users and the business themselves. By learning how to work with service development in new ways, the entity shall be better equipped to provide services that meet the citizens ́needs. The Stimulab projects will also be wizard projects with new experiences that others can learn and be inspired by. An important aim is, therefore, to have increased use of, knowledge of and experience with innovative ways of working, based on user needs. All projects must therefore share their experiences and contribute with documentation from the work, so that we can spread experiences to the rest of the public sector.
