Description : The Norwegian Environment Agency intends to enter into a contract with the Norwegian Polar Institute (NP) for sub-financing of the Seatrack submarine monitoring programme. The contract will be signed with NP, but the work is carried out by two institutions: NP and the Norwegian Institute for Natural Research. This contract is valid for 2025. Seatrack (SEAbird TRACKing) is a module of Seapop. The aim of the programme is to map Norwegian seabirds ́ land use outside the breeding season – and at the same time follow stocks from other countries in the North Atlantic that come into Norwegian sea areas. The programme has both national and international partners. In Norway, data from Seatrack is used together with monitoring data during the breeding season for seabirds to i.a. develop prevalence and vulnerable seabird maps. The seabirds are followed by downloading data from loggers that are attached to the birds. This is an intention notice in accordance with the Public Procurement Regulations § 21-5 and § 25-3 with a 10 day deadline calculated from the day after this notice has been published. The contracting authority will not enter into a contract until 11 days after publication at the earliest.

Other justification : In order to ensure sufficient quality of data series, it is important to continue the collection of data that has been going on over several years, using the same method. NP and NINA are the institutions that have carried out previous assignments and to the required quality. The marking of seabirds in the project will take place at field stations operated by NP and NINA in connection with the associated project (Seapop).
