Justification for the duration of the framework agreement : The Framework Agreement will be established for an initial period of two (2) years. The Contracting Authority reserves the right to extend the Framework Agreement for a further period or periods of up to six (6) additional years, in one or more increments, subject to satisfactory performance, ongoing business needs, and budgetary provisions. The maximum duration of the Framework Agreement, including any extensions, will not exceed eight (8) years. The option to extend is at the sole discretion of the Contracting Authority and is intended to ensure continuity of service quality and operational stability throughout the life of the Framework Agreement. An extended duration of up to eight (8) years is justified due to the complexity, phased delivery, and long-term nature of the Early Warning System. The system will require time to build, stabilise, and evolve, including the development of advanced analytics and machine learning capabilities in later phases. A longer framework ensures operational continuity, protects investment, and avoids the disruption and procurement risks associated with retendering a highly specialised service too soon. For the avoidance of doubt, the Contracting Authority confirms that the period of any contracts awarded under the framework agreement may extend beyond the date of expiry of the agreement.
