At the heart of the functioning of these initiatives is the collaboration with global partners to facilitate research capacity-building needs in Ireland, where expertise in complex and diverse specialist areas is severely limited. This request outlines the research collaboration with Evidence Synthesis Fellowship Host Centres. Host Centres have highly experienced Review Teams with exceptional topic and systematic review methodology expertise, both nationally and internationally. The review team is typically affiliated with a research centre/University and usually comprises a multidisciplinary group of systematic reviewers, clinicians, healthcare providers, and public/patients. Reviews are ongoing, and in collaboration with Evidence Synthesis Ireland, Host Centres agree to take on a Fellow to build capacity in researchers/clinicians etc. from the island of Ireland. A designated mentor on the Review Team undertakes to support and mentor the Fellow, providing educational support in partnership with ESI. This activity is detailed explicitly in the proposal for the HRB Grant ESI-2021-001 which was awarded to Evidence Synthesis Ireland (2021-2025) (Principal Investigator: Prof Declan Devane).

Other justification : The purposes of this collaboration is the sharing of expertise and advancement of research rather than the acquisition of goods or services. 1. A Fellow's role is voluntary and not undertaken with commercial intent or monetary gain. The cost to the Fellowship Host Centres during the Fellowship is typically to support administrative or time outlays associated with undertaking support and mentorship of a Fellow on an existing review (approx. €8,000 per review; each host centre might host up to 3 per year, approx. 10-12 Fellows are placed per year within ESI). 3. The benefit to the review team is a scientific gain whereby their participation in the Fellowship scheme expands research networks and altruistically contributes to building capacity in an international research workforce. 4. Selection of Host Centres and Review Teams happens on an ad hoc basis, heavily influenced by the specific timing, topic, and methodology of reviews. These selections are made via professional networks, reflecting the time-sensitive and specific nature of the demand. RCSI works with ESI fellows to produce systematic reviews of ‘prevalence’.
