Part B – Barrier machines for equipment: Machines adapted to cleaning and treatment of other operative equipment. A tenderer can submit tenders for one or both lots. It is, therefore, possible that one supplier is awarded both parts, or that two different suppliers are awarded a separate part. The framework agreement will be valid for 2 years, with an option for a further 2+2 years. The estimated value of the contract is NOK 3,000,000 excluding VAT during the entire contract period.

Justification for the duration of the framework agreement : Justification for a framework agreement with a duration of 6 years (2+2+2 years): The procurement is for barrier machines for use in the fire and rescue service. These are specialised and technically advanced machines that require considerable investments from both the tenderer ́s and the contracting authority ́s side. The following conditions suggest that a framework agreement is required beyond 4 years: High investment costs and long lifetime: Tenderers must invest in special equipment, spare parts and training in order to deliver and maintain the barrier machines. In order for such investments to be economically sustainable, a longer depreciation period is required than four years. Complexity and safety requirements: The machines are included in critical stand-by and must meet strict requirements for safety, performance and documentation. This requires a long-term cooperation with the tenderer in order to ensure continuity, competence and spare parts access.
