Framework agreement for Project management for sustainable health services - GASSROR IKS

The aim of the procurement is to enter into a framework agreement with one tenderer for project management who can assist with the project manager and competence environment to carry out the main project in the project "Time for action, joint effort between municipalities for sustainable health services" for GASSROR IKS. Besides the project manager, there shall be access to a competence environment with key personnel who shall be able to supplement with knowledge and competence within several relevant topics in the main project. The aim of the project is, cf. Annex 0, to "identify, test and evaluate measures that can contribute to participating municipalities in partnership being able to ensure more sustainable health and care services for their inhabitants and thereby create a greater balance between resources and service needs." The project shall prepare proposals for measures that can ensure more sustainable health and care services and test these initiatives in the municipalities. The measures must have local anchoring, be relevant across the municipalities, and be based on the identified challenge areas". The municipalities shall learn from each other and develop the services in a community. The project shall have a particular focus on the use of welfare technology and it aims to be a national reference project for service development in the sector, cf. annex 3. See annex 0 - "Proposal for a mandate and draft for a project" for further details on the project ́s content and frameworks, as well as annexes 1, 2, 3, 4 and 5. The mandate and project sketch must be seen as a starting point for further processes and discussion of routes, and the contracting authority reserves the right to make changes in the planned content depending on the findings carried out during the project. The framework agreement applies for the entire main project period, up until the final report is handed over. The main project ́s time frame is estimated to be 3 years, with the execution of the main project in the years 2025, 2026 and 2027, as well as with the subsequent preparation of the report at the start of 2028. The duration of the framework agreement is, therefore, from when the contract is signed until 30 June 2028 to take into consideration the preparation of the final report and any finishing work. As an option, the framework agreement can be extended for further three months at a time until the end of 2028, so that the total duration is four years, if applicable, for example, if there are new sub-themes that shall be reviewed before the final report is completed.
