The procurement will concern the purchase, leasing and hire of: Electric cars, hybrid cars and fossil-driven cars.  The contracting authority refers to the Meld. St. 13 2020–2021 Climate plan for 2021-2030, in chapter 3.4.2.5 Public Procurements states: "The government will therefore aim to introduce requirements that ensure zero emissions in the public procurement of passenger cars and smaller goods vans from 2022. For the requirements indebted that very special weather conditions or similar can provide the basis for exceptions." In order to meet the needs of the future in a satisfactory manner, the contracting authority shall enter into a dynamic purchasing system for taking care of competition for vehicles under 7.5t. This applies to the purchase, leasing and hire of vehicles for all of the municipality's entities, entities and municipal companies, arts buildings, the Arts Centre and municipal foundations will, if needed, use the contract.  The value of the scheme will be around NOK 5 million per year. years, calculated based on previous years costs. Description : The tenderer ́s qualifications will be assessed on the received documentation. Only tenderers who are qualified will be included in the dynamic purchasing system. However, sub-suppliers must also complete the self-declaration form (ESPD) in the KGV portal. The contracting authority can re-assess whether tenderers included in the scheme are still qualified in accordance with the qualification requirements stated in this document. The contracting authority reserves the right, thus, to require updated documentation for such a re-evaluation. A 7 day deadline will be set for submitting documentation requested by the contracting authority. Charge The costs that the tenderer has when preparing the application will not be refunded by Municipality. Tenderers are also to carry all costs related to participation in coming competitions. Documentation requirements: The contract will include requirements for wages and working conditions, documentation and sanctions in accordance with the regulations on wage and working conditions dated 8 February 2008 no. 112.
Criterion : Enrolment in a trade register
Description : The chosen tenderer shall submit a VAT certificate and tax certificate. This only applies if the chosen tenderer is Norwegian. The tax certificate must not be older than six months calculated from the deadline for submitting a request for participation in the competition or a tender. All sub-contractors shall also submit tax certificates for building and construction contracts. Description : The contracting authority has many vehicle units and it has been decided that Alta municipality shall mainly own vehicles rather than leasing. The service vehicles are mostly in continual operation. It is therefore decisive that the tenderers who are pre-qualified have a certified workshop by the Norwegian Public Roads Administration and that they can be reached within a maximum of 1 hour drive from the centre of Alta. (Løkkeveien 35) An approved workshop also applies to any collaboration partners, sub-suppliers. The agreement also includes tyre hotel services and general follow-up of the vehicle during the entire contract period.  Documentation of a certified workshop as well as an account of tyre hotel tyres and general follow-up are requested. Attention is defined that tenderers will not be evaluated at this point, but it will be a prerequisite that the tenderers can be pre-qualified to participate in the dynamic purchasing system. Description : The contracting authority requires that tenderers have internal quality assurance set in the system. Tenderers shall give an account of how they solve this, e.g. by enclosing an overview or description of such a system.
