Description : Since 2020 it has been a requirement that all new or renovated buildings in Stavanger municipality shall have installed the municipal water meter. Previously, most water connections in Finnøy and Rennesøy municipalities had been mechanical, manual water meters, while there were few water meters installed in homes in Stavanger municipality until 2020. The remotely breeding water meters shall have a software that has radio communication for sending data from the water meters. The software shall also facilitate seamless data for calculation of the fee, as well as the receipt of data via data communication. The data shall be processed and integrated with existing systems. Stavanger municipality would like one and the same main supplier for both SSA-L and SSA-R. It is the framework agreement that regulates the overall obligations between the parties. Each delivery under the framework agreement will be regulated by a separate contract (SSA-K) for each procurement. The framework agreement (SSA-R) has a duration of two years with an option on one year + one year on verbatim terms. The separate ongoing service contract (SSA-L) will have a duration of four years with an option for 2+2 years on verbatim terms. The contracting authority is estimated to replace approx. 3,000 water meters in the contract period, in addition 2,300 new installations are estimated. The contracting authority estimates a call-off on the framework agreement of NOK 7 million during the contract period, total 4 years including options. The maximum value of the framework agreement in the period is limited to NOK 10 million.
