Description : The competition is for a service concession for user-controlled personal assistance (BPA) for users at the contracting authority. The contracting authority is practising free user choice for user-controlled personal assistance (BPA), cf. The Act on changes to the Health and Care Services Act (approval model for free user choice). This means that users who have decided on BPA can choose between private providers who have been granted a licence. When a user receives services organised as APA, the user, or a co-work manager, should be the manager of the assistants. It is important that the work manager is well aware of the responsibility and tasks that come with the role. The labour leader or co-worker has the daily responsibility in the BPA scheme. User controlled personal assistance can also be offered for persons who cannot take care of the control themselves, where other persons take care of user management on behalf of or in cooperation with the user. The role of work manager/co-worker is not paid. The contracting authority therefore invites tenderers to apply for a licence in connection with the provision of assistance hours in the scheme for user-controlled personal assistance to users in the municipality. The procurement is estimated to be above the EEA threshold. The estimated value is not binding for the contracting authority. The need is uncertain. Approx. 80,000 resolution hours of BPA are currently delivered per annum. Points out, however, that the contracting authority is not bound to a specific volume, as changes in needs, activity, budget and routines can affect the total volume. Main features of the procedure : The competition will be held in accordance with the Public Procurement Act from 17 June 2016 no. 73 (LOA) with the accompanying regulations of 12 August 2016 no. 976 Concession Contract Regulations, as well as the provisions in this tender documentation. The competition will be held as a procurement procedure in accordance with part III of the regulations. All interested tenderers can submit tenders for this type of procedure. Description : Tenderers shall have good experience from comparable contracts. Documentation requirement: Description of the tenderer's most relevant assignments. The description must include a statement of the scope of the assignment (number of decision hours), date and recipient (name, telephone number and e-mail address). It is the tenderer ́s responsibility to document relevance through the description. Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience has been worked up while the personnel have served another service provider. Relevant assignments means deliveries of an equivalent nature to entities of an equivalent size and complexity. Any need for support from other companies to fulfil this qualification requirement. If the tenderer will depend on other companies to fulfil this qualification requirement, a commitment statement shall be enclosed that states that the tenderer can use the necessary resources.

Description : Tenderers shall fulfil the regulations on management and quality improvement. Description : The tenderer shall comply with the quality regulations. Tenderers shall fulfil the requirements set for the Contracting Authority in the regulations on quality in the nursing and welfare services for service provision FOR-2003-6-27-792, in cases where the tenderer acts on behalf of the Contracting Authority. The tenderer is responsible for training, courses and guidance for assistants and work managers in accordance with circular I-9/2015 and the Norwegian Directorate of Health ́s training book for user controlled personal assistance. Documentation requirement: Self-declaration stating that the relevant legislation is fulfilled throughout the entire contract period. Applicants shall give a description of how they will comply with the requirements in the regulations. Any need for support from other companies to fulfil this qualification requirement. Description : Tenderers shall fulfil the requirements set for the provision of health and care services, including the requirement for prudence in the Health and Care Services Act § 4-1. Documentation requirement: Self-declaration stating that relevant legislation is fulfilled. In addition tenderers shall, upon request from the municipality, submit such documentation that is necessary for the contracting authority to decide whether the services are justifiable etc. This requirement applies for the entire contract period. Any need for support from other companies to fulfil this qualification requirement. If the tenderer will depend on other companies to fulfil this qualification requirement, a commitment statement shall be enclosed that states that the tenderer can use the necessary resources.
Criterion : Technicians or technical bodies for quality control
Description : Tenderers are required to show good ability to carry out the assignment in accordance with the needs of the Contracting Authority. Tenderers are therefore required to have sufficient capacity to be able to carry out the assignment and as a minimum be able to deliver 500 hours of BPA per week. Documentation requirement: Applicants shall provide an overview of the company ́s total number of man-labour years. A description shall be given of how the tenderer shall ensure access to personnel and build their organisation in order to provide services up to the stated capacity ceiling, minimum 500 hours per week. Any need for support from other companies to fulfil this qualification requirement. If the tenderer will depend on other companies to fulfil this qualification requirement, a commitment statement shall be enclosed that states that the tenderer can use the necessary resources.
