Offsetting the negative impact of any potential PR crisis situations to include provision of strategic advice and potential management press activity arising from high profile issues relating to operational failures, court cases/inquests, complaints, quality concerns and audits/reviews of every description. The original 2021 contract (30/10/2021 to 30/10/2024, to include option to extend) was not published in OJEU as below EU thresholds and did not fall under the Utility Regulations/other, hence there was no contract award notice publication. The need for modification has been brought about by circumstances which a diligent contracting entity could not have foreseen (Art 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1) (c) of Directive 2014/25/EU). Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances: The spend increase from year 2023 was unforeseen yet urgently required as: 1) These are critical services relating to providing PR and PR advisory services in respect of UÉ's works and services; (2) the volume of services across media and public affairs was extensive and beyond original estimates; and (3) the challenges relating to recruitment in the current market (caused by the Covid 19 changes in working practices) have also led to a dependency on these services and; (4) UÉ could not have foreseen additional work arising from the separation from Ervia and UÉ. Total contract value before modifications (Value excluding VAT): €260,850. Total contract value after the modifications (Value excluding VAT): €813,020.
