Other justification : University College Cork is seeking to procure a High-Resolution Mass Spectrometry (HRMS) with imaging capabilities via Desorption Electrospray Ionisation (DESI) which is required for the DISREPAIR Project: ( Dietary exposure and Risk to health of Per- and poly-fluroalkyl substances: an Irish perspective) The HRMS with DESI will be used for the analysis of environmental contaminants known as PFAs in food and biological samples to estimate dietary exposure and risk to health of these contaminants. The HRMS is central to the project and allows the simultaneous analysis of both known and ‘unknown’ PFAs such that more accurate dietary exposure and bioaccumulation estimates can be calculated. The imaging capability, Desorption Electrospray Ionisation (DESI) provides an opportunity for the localisation of PFAs on food and hence, importantly, determine the source of contamination i.e. via migration from food packaging (on surface of food) or via bioaccumulation (within food) and represents a very novel aspect of the project. Unlike other mass spec imaging techniques such as Matrix-Assisted Laser Desorption Ionisation (MALDI), no sample preparation is required for DESI and hence molecular information can be collected directly from a wide range of sample surfaces making it the most suitable technique for this project. Technical Reasons for Award without Prior Publication: As per Article 32 of EU Directive 2014/24, University College Cork wishes to avail of the negotiated procedure without prior publication because competition is absent for technical reasons. While it is acknowledged that HRMS can be acquired from various vendors, in 2018 Waters acquired the exclusive license to various Intellectual Property rights relating to Desorption Electrospray Ionisation (DESI) technology and is currently the sole supplier of DESI sources. The DESI XS platform is Waters' flagship DESI product and is the foundation upon which all future DESI innovations will be made. The DESI XS source is only compatible with Waters mass spectrometry systems. Given that DESI is only compatible with Waters mass spectrometers the Project DISREPAIR requires a Xevo G3 QTOF coupled to DESI. For DISREPAIR, there are two critical outputs that dictate they use of DESI over other MSI techniques; Firstly, the requirement for localising PFA, exactly, to determine origin of PFA in food – thus food samples need to be prepared with minimal sample disruption and potential delocalisation of PFAs. Secondly that the MSI technique utilised is amenable to a screening method. Given the major drawback and limitations of MALDI and the advantages of a direct ionisation technique utilising ambient conditions, DESI is the only option that can deliver the required outputs for this project, in a timely cost-effective manner. DESI FOR PFA. DESI has proved useful for visualising the uptake and translocation of PFAs by wetland plants (Wang et al., 2020) and more recently for the distribution of PFAs in a concrete core taken from contaminated firefighting training grounds (Vo et al., 2023). The proposed use of DESI in DISREPAIR presents a novel approach to the analysis of PFA in food, offering information on the localisation of PFAs which can then be used to decipher their origin.
