Other justification : A decision was taken by the National Housing First Office with the agreement of the DHLGH to run a national tender process for Housing First. Once completed, the Dublin Region Homeless Executive would be the contracting authority on behalf of the 4 Local Authorities. In August 2024, The National Housing First Office went live with the Housing First tender, it is a Multi Party Framework Agreement. The Tender consists of 3 Lots, 1 – 3: three (3) Single Party / and one (1) Multi Party frameworks to provide Housing First - Housing Supports service in the DRHE. Lot 1, which would have provided Housing First Services to the DRHE, did not receive any responses and so a contract could not be awarded and the tender process collapsed. As this is an essential visiting support service for people who have experienced rough sleeping and are long-term users of emergency accommodation Dublin City Council invoked Article 32 (c) which allows for use of the negotiated procedure without prior publication for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with. The circumstances invoked to justify extreme urgency shall not in any event be attributable to the contracting authority. A contract has been awarded to Peter Mc Verry Trust for a period of 6 months with the option to extend for two periods of three months so that the service can continue to be provided while a new tender process is underway.
