Description : Norwegian Marine Robotics Facility (NORMAR) at the University of Bergen currently operates a Coastal Design Supporter ROV (Ægir 6000) designed for deep sea research down to 6,000m water depths. The vessel includes a number of specially adapted equipment for sample taking and storage of sample material. As a part of an ongoing upgrade, test taking equipment and other specially adapted equipment for the ROV shall be improved and developed. We would like to achieve better and more varied sample taking equipment than we currently have. This is done in order to make the implementation of dives more efficient in order to save time and money. Furthermore, new types of sample takers will also be developed that can be used to answer other research questions and assist more research groups than we currently can. We need help with drawing, design and production for this. We do not currently have an engineering resource, nor the possibility to manufacture our own equipment. We therefore have a need to procure the service. It is a prerequisite that we enter into a contract with a tenderer who can offer both engineering services and machining and who can regularly come to the "Sea Laboratory" to measure and adapt. UiB has been granted funding to carry out upgrades of Ægir 6000 in the next three years and needs an agreement for this purpose.

Justification for direct award : The contract can be provided only by a particular economic operator because of an absence of competition for technical reasons
Other justification : Based on our knowledge of the market, we believe that competition is not possible due to technical reasons. STM is the only supplier who can cover the need. STM has special competence and experience with the development of equipment for ROV, as well as access to special lathes and milling equipment, to carry out both the design and production of the equipment we need. As our equipment is specially adapted to tolerate use on large water depths, this requires special qualities in terms of development and design. STM has, among other things, access to the necessary pressure testing equipment. STM has previously specially designed and produced additional equipment for Ægir 6000 (e.g. push cores, temperature sensors, bio syringes etc.) that we would now like to maintain and further develop, and STM therefore has unique knowledge of our needs, including drawings and design. Based on a general assessment, we consider STM as the only possible supplier. We do not know of other local suppliers who can offer a complete service and who can deliver the precision and quality we need.
