The response shall have a maximum of 4 A4 pages. and be added as annex 5b to the tender. Tenderer and any associated sub-suppliers shall give an account of their organisation and management of parallel assignments of varying sizes and complexity in several locations. Provider shall describe their strategies for resource allocation, securing continuity of key resources in assignments and flexibility for changes in need, as well as competence development plan for the resources that offered under the framework agreement. Tenderers shall provide role descriptions that distinguish good execution of the roles project manager, engineering design manager, HSE consultant and construction manager/builder ombudsman as they will be delivered under the framework agreement. For example, the role descriptions can describe project management, management of uncertainty, changes and risk management, coordination and co-operation with other actors, or other important elements. Tenderers shall give an account of how The Norwegian Defence Estates Agency will be prioritised as the contracting authority in their assignment portfolio. And particularly how situations with inconsistencies with the contracting authority on available competence will be dealt with.
