The L-L extraction is used as sample preparation for qualitative GC (gas chromatography) and LC (liquid chromatography) analysis. Both robots need to perform identically for GC sample preparation, and at least one of the robots has the capability to LC sample preparation (incl. filtering, capping/decapping and pipetting with disposable tips). The robots to be acquired must perform in a way that the automatic sample preparation can be implemented to the routine work of the laboratory. The robots are required to operate independently (eg. overnight) after human operator has provided samples and required consumables (glassware, solvents, filters etc.) for the robots. The robots should do the extraction process reliably, and should not introduce larger uncertainty to the final results compared to manual L-L extraction. The sample preparation robots will be used in the Finnish Customs Laboratory. The supplier will install the sample preparation robots in the Customers facilities in Helsinki metropolitan area, Finland. One (1) supplier will be selected for the procurement in accordance with the terms and conditions set in this call for tenders and its appendices. The lengths of the maintenance agreement periods are 1+2+2+2+2 years. If the agreement is still in force after the nine (9) year period, the agreement shall remain in force until further notice, if neither party terminates the agreement before the end of the last agreement period. The procurement price may be at most 350 000 euros (VAT 0 %), including: - two robots compliant with all the minimum requirements and possible qualitative criteria that the supplier has committed to in their tender, - all costs such as warranty, delivery, installation, training, customer support, and - one year of annual maintenance (after the warranty has expired) for both robots. Finnish Customs reserves the right to suspend this procurement, if it is not possible to realise it within the planned funding framework. The supplier will be selected based on determining the most economically advantageous tender. The criteria for determining the most economically advantageous tender are price (35 %) and qualitative criteria (65 %).
