Description : The objective of the procurement is to enter into a framework agreement for gases for industry and laboratory use. The procurement shall help reduce prices and transaction costs, provide clear consumption figures, as well as simplify ordering processes and facilitate e-commerce. A framework agreement shall be signed with one Tenderer. Most of the orders above the contract are expected to come from Stavanger, Bergen and Tromsø, but there may be a need to be able to deliver gases to other locations. For major individual call-offs and project procurements with a value of at least NOK 50,000, the Contracting Authority reserves the right to make these outside of the contract, also if the tenderer cannot meet the contracting authority ́s need for the type of gases and quality. Gases with nutritional quality and prescription gases are exempt from the extent, but there is an option for this, cf. point 2.4 below. The framework agreement is for new hire agreements and the procurement of gas for bottles and batteries via the Framework Agreement. The existing contracts for the hire of bottles (user rights/certificates) expire the period for which they have been paid, and it is possible for the Contracting Authority to use the supplier for which the right to use/certificates are paid for in connection with filling these bottles until the period expires. New bottle rental agreements will then be signed via this Framework Agreement. If the needs are changed, the Contracting Authority and the Tenderer can later agree to take in new or adjoining products in the contract.
