Description : MetroLink will provide a high speed, high capacity, high frequency, modern and efficient public transport service for passengers travelling along the Swords/Airport to City Centre corridor in Dublin, which will be capable of integration with other modes of public transport. Further information on MetroLink is available at www.metrolink.ie/ In advance of the MetroLink main infrastructure works contracts, TII will commence the procurement of the Enabling Works Programme. The Enabling Works Programme comprises the establishment of a suite of frameworks and qualification systems to facilitate the procurement of enabling works which will commence in advance of the main infrastructure works contracts (Civil Engineering, tunnelling and stations) and are designed to clear a path for the main infrastructure works contracts. This approach will ensure that the site areas are free from risks such as existing utilities, archaeology, heritage items (for storage/replacement) and buildings currently occupying station locations etc. to the largest extent possible. To deliver the enabling and advance works for MetroLink, TII intends to establish 3 no. multi-party frameworks as listed below through a negotiated procedure procurement. • Enabling Works and Specialist Heritage Works Framework • Utilities Framework • Civils Enabling Works Framework This PIN is in connection with the Utilities Framework. The purpose of this PIN is to alert the market to TII’s intention to undertake market consultation and subsequently commence a procurement, within the next 3 months from the date of publication of this PIN. It is anticipated that the prequalification documentation will be issued in Q3 2025 with the instructions to tenderers issued in Q4 2025. TII intends to utilise the NEC4 Engineering Construction Contract (ECC) form of contracts for call offs placed under this framework. Interested parties can register their interest at https://www.etenders.gov.ie. Any interested parties wishing to respond to the market consultation in advance of procurement commencement, are required to send a request to the following email address supplychainmetrolink.ie by 12:00hrs on the 20th May 2025 seeking to be issued with a copy of the briefing pack for review and completion of the questionnaire contained within the pack. The enabling works will include the removal and/or relocation of existing utilities, archaeology, heritage items (for storage/replacement) and buildings from site and undertaking other survey activities. To deliver the enabling and advance works for MetroLink, TII intends to establish 3 no. multi-party framework agreements as listed below each through a negotiated procedure with a prior call for competition. • Utilities Framework; • Civils Enabling Works Framework; and • Enabling Works and Specialist Heritage Works Framework; and TII also intends to establish a qualification system for independent monitoring and surveying services and a qualification system for archaeology services as part of the Enabling Works Programme. The proposed duration of the framework agreements is 8 years with an option to extend for 4 years to facilitate the procurement of any associated works that may be required over the duration of the project.
