At the moment, VTT has no Platform Engineering Team or processes to use Platform Engineering tooling. All research support activities are built and applied case by case basis. Transfer of best practices is limited between implementations. FUTURE STATE VTT needs to define all needed processes and principles to implement PE discipline for project IT resourcing. VTT has dedicated Platform Engineering Team which includes key representatives from researchers (users) and key IT support personnel. The Platform Engineering team follows the Platform Engineering principles and has dedicated processes to manage resources, golden paths and update/develop new solutions within those. VTT has a clear path how solutions deployed and improved during use are stored for reuse as golden paths in the future. Researchers can manage most of the basic use cases without additional support from IT management and all infrastructure is used through PE tooling if possible. Practical tasks to apply: - Assemble a dedicated PE team responsible for overseeing the development and maintenance of the infrastructure.  - Build a PE community within VTT, encouraging collaboration and knowledge sharing. - Include training and show casing for end users (researchers) - Enable continuous development and refinement of platform engineering practices to support researchers' evolving needs.  - Adhere to growing regulatory requirements, such as ISO27001 and Finnish Act on the Secondary Use of Health and Social Data, 552/2019, ensuring compliance and data security.  Technical needs In parallel to process design the MVP infrastructure must be defined and implemented for MVP Golden paths of demonstrational use cases: -Build a minimal viable platform infrastructure for VTT, ensuring all essential components are in place to support the functionality needed:   -Self Service interface should minimize the time required to establish IT infrastructure for research projects, streamlining processes wherever possible.  -Standardize common tools to create uniformity and ease of use across various projects.  -Provide self-service options to empower researchers and reduce dependency on IT support.  -Management of Golden Paths -Development and implementation of the two demonstrational Golden Paths together with key VTT researchers to use them -First minimal viable platform must be built to run on-prem, but later needs to be scalable towards public cloud or private cloud.  -Existing VTT software and hardware contracts should be used as much as possible.

Main features of the procedure : Procurement Procedure Using a Restricted Procedure Exceeding the EU Threshold. The Stages of the Procurement Procedure are Described Below. I. APPLICATION PHASE In the first stage of the procurement procedure, candidates are requested to submit participation applications for the participation procedure. To submit a participation application, the candidate must fulfill all the requirements and conditions set forth in the procurement notice documents. VTT reserves the right to reject any candidate who does not meet all the requirements and accept all the conditions. VTT selects three (3) candidates from those who have submitted participation applications and meet the requirements, unless there are fewer suitable candidates than three (3). If there are more candidates, they are ranked according to the criteria described in the section “Basis for Decision Making” under “Assessment and Comparison of Participation Applications.” VTT sends the procurement notice and the request for participation to be published on the Hanki. Tarjouspalvelu supplier portal and the Hilma notification channel ( www.hankintailmoitukset.fi). The participation procedure documents are available through the Hanki portal. Questions related to the request for participation must be submitted via the Hanki portal to VTT by 10:00 on 4.7.2025. The name of the inquirer or any other information related to the candidate is not disclosed in connection with the questions or answers. Responses to the questions and any additional clarifications to the request for participation will be provided to all candidates by the target date of 10.7.2025. Responses and possible clarifications to the request for participation are part of the candidate’s participation application and should be taken into account when submitting the application. Candidates must submit their participation applications, including the requested attachments, through the Hanki portal by the deadline of 10:00 on 21.7.2025. The contracting authority verifies the suitability of candidates based on the participation applications. OFFER PHASE In this phase, VTT provides the selected candidates with the request for proposal (RFP), to which they submit their bids. The timeline and process details are specified in the RFP. Here are the key steps in the offer phase: 1. The goal is to deliver the RFP to candidates no later than week 33. During the bidding period, any clarifying questions related to the RFP should be submitted to VTT by week 35. Responses to these questions and any additional clarifications will be provided to all candidates as soon as possible. Specific times for bid submission are confirmed in the RFP. 2. The aim is that the closing date for the submission of tenders shall be in week 37; the date for the submission of tenders shall be fixed in the invitation to tender 3. VTT may request candidates to provide further details regarding their bids if deemed necessary, as long as it does not compromise fair and non-discriminatory treatment. 4. Bids are evaluated and compared based on the criteria specified in the RFP. 5. The winner of the bidding competition is selected. 6.
