As part of the overall Galileo 2nd Generation In-Orbit Validation Ground Segment (G2G IOV Ground Segment), the G2G IOV Ground Control Segment has as main purpose the delivery of the relevant Ground Control System capabilities as an upgrade of the Galileo infrastructure in order to contribute to the following two versions of the system: 1. a first version supporting the LEOP, IOT and operations of up to two new families of Galileo Second Generation Batch #1 (G2SB1) satellites, with the first launch planned in November 2024; and 2. a second version of the system for the provision of legacy services, early versions of G2 system capabilities and overall G2G In-Orbit Validation activities. Options in this procurement will include among other additional TTC station deployment, maintenance activities.

Option C – L2/L3 Maintenance extension of release 4.1 (EUR 7 914 672). Option D – Hand-over of 4.0 L2/L3 maintenance to a third party (EUR 316 981) – prerequisite: activation of opt. B. CCN1: The change is motivated by the need to implement in the technical baseline the consequences of the G2 crypto documentation already applicable in the contract CISL 1.3 as foreseen in the SOW "G2 Crypto Flexibility Clause". CCN3: The change is motivated by the need to re-baseline the schedule due to changes to key milestones and delivery dates from G2SA and G2SB due to crypto compliance recovery requested and the new launchers services availability schedule.

Description of modifications

Modification CCN1: Formalises the conclusions from the co-engineering between ESA, GMV, and its subcontractors (i.e., HSM and KMF providers) on the DCN G2G-DCN-ESA-SYST-X-50013-x (updated as part of G2 crypto flexibility clause) being officially flow-down through the CISL 1.3 ([AD.2]) that, in addition to making applicable other documents. Some of them also covered by the G2 crypto flexibility clause, and other introducing new requirements which compliance cover either by baseline (i.e. Task#1 and Task#2) or by options that enhance the baseline compliance (i.e. Option#C). Modification CCN3: GCS needs to re-baseline the schedule due to changes to key milestones and delivery dates from G2SA and G2SB due to crypto compliance recovery requested and the new launchers services availability schedule. The total value of the contract indicated in the contract award notice (521882-2023) was 155,461,433.00 EUR (Total value of the procurement: 193,609,183.00 EUR). The total value of the contract consists of the baseline activities (147,851,928.00 EUR), including options M (3,160,588.00 EUR) and N (4,448,917.00 EUR). The options disclosed in Section II.2.11 of the contract award notice were included in the calculation of the “total value of the procurement”. Therefore, the “total value of the procurement” of the contract award notice was 193,609,183.00 EUR. Description of modifications: Modifications CCN1 and CCN3: Value increased by 5,648,109.00 EUR (CCN1) and 44,219,025.00 EUR (CCN3) (Total value of CCN1 and CCN3 including all options= 49,867,134.00 EUR). The “total contract value” is now updated to 205,328,567.00 EUR (while the “total value of the tender”, which includes also the options under Section II.2.11, is 243,476,317.00 EUR). Please note that both the European Commission and EUSPA are qualified as "buyer", as until 15 June 2023 the European Commission was the contracting authority, while as from the mentioned date EUSPA became the new contracting authority.
