Utrecht University believes that the contract can be awarded to Bruker Nederland B.V. through a negotiated procedure without prior notice because: 1) there is no competition for technical reasons (Article 2.32, paragraph 1, subparagraph b, point 2, Aw 2012), and 2) there is no reasonable alternative or substitute and the lack of competition is not the result of an artificial restriction of the terms of the tender (Article 2.32, paragraph 3, Aw 2012). For this tender, Utrecht University excludes economic operators established in third countries that are not parties to the WTO Government Procurement Agreement (GPA) or to an equivalent trade agreement with the European Union. This exclusion is based on a risk assessment concerning national security and strategic autonomy. The combination of the below mentioned instrument characteristics of the Bruker EPR makes these spectrometer unique for the research: • X-band (Compatible for future frequency upgrades for L-, S- and Q-band frequency) • MF: 100 Hz – 100 kHz in 1 kHz steps • MA: max. 20G • Maximum Field: 1.7 T, Bipolar power supply for reaching negative fields. • Homogeneity: 10 mG over 10 (Z) х 10 (X) х 22 (Y) mm; • Stability: 10 mG/h • Tuning picture with up to 80 MHz sweep range and zoom function (optimal for both ultra-high and ultra-low Q-value resonators) • SHQE Q-factor =16000, Weak-pitch S/N of 3000:1 • Sensitivity: 1 x 10^9 spins / (1 G √Hz); • High sensitive resonator with optical port for in-situ measurement of photocatalytic reactions operating at 3.8 K - 600 K • HT resonator up to 1200 K (inc. powerbooster) for in-situ high temperature experiments • Optical transmission resonator with optical access from both front and rear. • Wide Range of X-band Resonators, Rapid Scan Accessory, CW-ENDOR, SpinFit & SpinCount, Multi Harmonic Detection, upgrade path to FT-EPR system • Magnet weight max. 1700kg If you have any questions or objections regarding this intention, please contact Geurt Visser at g.visser@uu.nl to obtain further clarification or to allow us to assess any objections.
