Description : The purpose of this TA operation. is for a Consultant to i) support the Promoter (EEAA), the banks participating in the Project implementation (GSI banks), and the participating industrial enterprises with the efficient and effective implementation of the Project in Egypt; and ii) to support the digitalisation and modernisation of the environmental procedures of the EEAA. The Consultant will support capacity building and help streamline the identification, implementation, monitoring and reporting of eligible industries investments, and of digitalisation activities. The specific objectives of GSI will be to: * Achieve greener growth and increased competitiveness for industry. * Reduce pollution from industries to improve local and workplace environmental conditions in all Governorates * Mobilize industry to benefit from a circular economy approach and sustainable consumption and production * Promote and support the industry’s investments in climate mitigation and adaptation projects * Move industry to decarbonize and to reduce greenhouse gas emissions through improved energy and resource efficiency including the application of renewable energies, and the commercial use of biogas * Encourage the transition to a low carbon industry with the use of low carbon hydrogen in the fuel mix of energy intensive industries * Consolidate the role of national public and private banks in Sustainable Finance, by including environmental, social and governance (ESG) considerations into investment decisions, reducing the carbon content of their assets, and disclosing information on financial risks and opportunities related to climate change * Enhance green job creation opportunities in industrial sector with specific focus on improving gender equality Specific objectives and their respective quantitative targets for the foreseen investments will be developed. Indicatively the following is expected: * For environmental compliance: moving from non-compliance to compliance * For climate action: reduction of GHGs emission in ktons/year at production facilities * For energy efficiency: energy savings >20% energy savings * For renewable energy: amount of renewable energy produced; number of demonstration projects using innovative technologies * Resource efficiency / circular economy/ waste management: adoption of BAT (Best Available Techniques), reduction of raw material consumption, avoided waste generation and/or converted waste into secondary products * For gender equality: number of schemes driven sub-browers by woman leadership and entrepreneurship * For digitalization: adoption of digital tools by EEAA to modernize its operations, enhance efficiency and improve environmental governance. The results to be achieved by the Consultant are: * Effective and timely implementation of GSI. * Efficient planning and monitoring of operations established and operational. * Efficient and timely reporting on the activities carried out, progress and evaluation of interim results established and operational. * Increased capacities of EEAA for identification and screening of subprojects, and further assisting and monitoring of procurement and contracting procedures. * Enhanced capabilities of the future beneficiaries to meet requirements concerning preparation of subprojects eligible for co-financing under GSI operations. * Improved capacities of EEAA and industrial companies/sub-borrowers in determining action plans with respect to depollution ,decarbonization and circular economy and preparing self-monitoring reports.Improved capacity of national banks to offer sustainable finance * The EEAA key environmental procedures are processed through digitalised systems.

Description of the options : The Contracting Authority may, at its own discretion and subject to the availability of funding, extend the scope and duration of the project to cover additional or complementary services.
