The contract was the result of a Restricted procedure, as provided for in article 164(1)(b) – Services/supplies as from EUR 300 000 – of the 2018 Financial Regulation. Clause II.2.14 of the contract notice of the said procurement process (in annex to this dossier), established the possibility of requesting additional services for up to 50% of the initial contract’s price. The original engagement of the core team of Key Experts has proven to be insufficient in light of the Delegation's increasing communications portfolio. The Delegation estimates therefore that the engagement of the project’s core Key Experts needs to be increased from a 50% time dedication of KE 1 (440 days over 47 months) and 25% for KE2 and 3 (i.e.220 days over 47 months), to a 100% for KE1 (815 days), and 50% for KE2 &3 (435 days each). The provision of Junior Non-Key Experts days (160 days originally) also needs to be increased to 458 days. NKE provide support the Strategic communication activities cost-efficiently, under the direction of the KEs.
