The contracting authority estimates that there is only one supplier in the market who can deliver the services and cover the contracting authority ́s needs, cf. the Public Procurement Regulations §13-4 letter b) no. 2. Stavanger municipality would like to enter into a framework agreement for an equipment centre for renting outdoor equipment to voluntary teams and organisations, as well as municipal entities, in Stavanger municipality. The outdoor equipment includes skiing, clothing, storm kitchen, canoe, life jackets etc. The Contracting Authority needs a system: -where the tenderer can offer a digital portal for easy hire of tour equipment 24 hours a day, -where the tenderer offers several pick-up locations that are located in Stavanger so that collection of tour equipment is easy for the voluntary organisations and teams, as well as municipal entities in the area, -that have been tested and ready to use, -that can differentiate on price so that voluntary teams and organisations registered in the Voluntary Register, as well as municipal entities, can easily rent equipment for free, whilst other entities and private companies can hire equipment for payment. After the contracting authority ́s surveys and assessments, there is only one supplier in the market who can cover these needs.
