Description : To accelerate the transition towards green aviation, the Danish government is offering subsidies to offset the higher cost of operating domestic flights using sustainable aviation fuels (SAF) instead of fossil aviation fuels. The subsidy is intended to cover both the price differential between SAF and fossil fuels, and other additional costs arising from the use of SAF. This competitive tender procedure concerns the right to receive subsidies under the aid scheme for sustainable aviation fuels (SAF) in domestic aviation. The overall objectives of the aid scheme are to reduce CO2 emissions from the Danish domestic aviation sector and thereby contribute to both the national target of reducing CO2 emissions by 70 per cent by 2030 compared to 1990 levels, and the European Commission’s proposal to cut CO2 emissions by at least 55 per cent by 2030; and to promote technological development and encourage airlines to adopt alternative sustainable technologies and fuels. The Aid Period is expected to start after award pursuant to this competitive tender procedure and will end on 31 December 2027. However, if an ASTM International standard for SAF above 50% is approved prior to 1 July 2026, the aid scheme will be suspended with effect from 31 December 2026, and a new tender may be initiated covering aid for the period 1 January 2027 – 31 December 2027. In that case, successful tenderers under this competitive tender procedure will not be eligible for aid in 2027, unless they are awarded aid under a new tender procedure concerning 2027. Additional information : A tenderer will be excluded from participation in the competitive tender procedure if the tenderer is in a situation where the tenderer would be subject to a ground for exclusion in a public procurement procedure under sections 134a, 135 and 136 of the Danish Public Procurement Act, cf. Consolidated act no. 116 of 3th February 2025, unless the tenderer is able to submit sufficient documentation of its reliability cf. the principles of section 138 of the Danish Public Procurement Act. Finally, a tenderer will be excluded from participation in the competitive tender procedure if the tenderer would be subject to a ground for exclusion in a public procurement procedure in accordance with Article 5k of Regulation no. 2022/576 of 8 April 2022 with later amendments concerning restrictive measures in view of Russia's actions destabilizing the situation in Ukraine.

Description : The award criterion is best price and will be evaluated based on the lowest price offered in the tender for reducing one tonne of CO2 under the aid scheme. The contracting party will grant aid to one or more tender(s) with the lowest offered price, that can be accommodated within the available aid amount(s) under the scheme, cf. below. However, regardless of the budget for the aid scheme at least one tenderer will not be granted aid, even where such tenderer has submitted a tender which pursuant to the evaluation model would otherwise have resulted in the granting of aid. The purpose of this principle is to ensure optimal competition. Hence, all but one tenderer can be granted aid if the tender(s) are within the total aid amount. The tender of the tenderer that will not be granted aid will cut off all other (higher) tenders. However, if only one tenderer has submitted compliant tender(s), the tenderer will be granted aid, if the tender(s) are within the total aid amount. The granting of aid will be made to the tender(s) with the lowest, second lowest etc. offered price to the extent that: • The total aid amount of the compliant tenders for 2025-2027 is less than or equal to the total available aid amount of the aid scheme, which is DKK 186,200,000 (2025-prices). • The total aid amount of the compliant tenders for 2025 is less or equal to the total available annual aid amount of the aid scheme for 2025, which is DKK 21,250,000 (2025-prices). •The total aid amount of the compliant tenders for 2026 is less or equal to the total available annual aid amount of the aid scheme for 2026, which is DKK 83,000,000 (2025-prices). •The total aid amount of the compliant tenders for 2027 is less or equal to the total available annual aid amount of the aid scheme for 2027, which is DKK 81,950,000 (2025-prices). Thus, if granting of aid to a tender cannot be made without exceeding either the total aid amount for all years (2025-2027) or any of the years separately, the contracting party will not grant (further) aid. The maximum aid amount for each tender will be calculated as the product of the offered aid amount per reduced tonne of CO2 and the offered committed reduced CO2. If several tenders, each of which can be accommodated within the available funds, contains the same offered price, the tenders in question will be ranked through drawing lots to the extent that it is not possible to grant aid to all of these tenders within the available funds and the principles set out above.
