Title : (24338) New advanced MP microscope for Biophysics and Biology Research
Description : NTNU wants to procure an advanced image platform that combines state-of-the-art confocal laser scan microscopy (CLSM) with fluorescent lifetime image (FLIM) and multiphoton (MP) microscopy. This image platform must include the latest and highest quality individual components within their area (i.e. lasers, detectors, lenses, microscope components, etc.). The main aim of this procurement is to replace and upgrade our fast running Leica TCS SP8 Multiphoton Confocal Microscope (MPM) system. Since Multiphoton Confocal Microscopy (MPM) is an essential tool for many research projects at NV Fault and beyond, upgrading this infrastructure is critical. The core facility, The Centre for Advanced Microscopy (CAM), has delivered state-of-the-art optical microscopy techniques for over 20 years. The annual number of users is approx. 60 and the centre has approx. 4,000 user hours per annum, 1,000 on the MPM. The cam system is the only publicly available multi-purpose MPM system at NTNU. NTNU has an initial investment budget of NOK 6.6 million including VAT for stage 1 (S1) investment. In stage 1 we look for a basic system that is a high quality inverted microscope with state-of-the-art CLSM/FLIM using single photon excitation or a basic system that is a state-of-the-art multiphoton microscope with some CLSM functions. A tender that includes alternatives and upgrades for a complete, independent and fully functional system that is able to carry out the functions required in the specification documents must be submitted. The microscope, based on a high quality inverted microscope set-up (basic system), should provide state-of-the-art CLSM/FLIM using single photon excitation and state-of-the-art multiphoton microscopy. Alternatives and upgrades (referred to as step 2, S2 in the specification document) must provide a lack of functionality that, due to budget constraints, cannot be delivered in step 1. The estimates are not binding for the contracting authority. The contracting authority reserves the right to cancel the competition in connection with budget coverage and the board ́s approval. See "Part 2 Minimum Requirements" for further information.

Type of procedure : Negotiated with prior publication of a call for competition / competitive with negotiation
The procedure is accelerated : no
Main features of the procedure : About this phase (STEP 1): The competition will be held in accordance with the Public Procurement Act from 17 June 2016 no. 73 (LOA) with the accompanying regulations of 12 August 2016 no. 974 (FOA), as well as the provisions in this qualification documentation and the tender documentation. The competition will be held as A TED - Negotiated Procedure in accordance with parts I and III of the regulations. All interested tenderers can present a request for participation in this procedure. Tenderers who are qualified will be invited to submit a tender. About the later tender phase (STAGE 2): The first reduction of the number of tenders can occur before the negotiations, based on the award criteria stated in point 1.3 in stage 2, with the weighting stated there. There can also be a reduction of the number of tenders during the negotiations. Negotiations will only be carried out if the contracting authority, after the tenders have been received, considers it appropriate. Tenderers must therefore submit their best tender and cannot expect to be invited to negotiations. Negotiations can be made on all sides of the tender and minutes will be kept from the negotiations. Revised tenders must be submitted in writing. The contracting authority points out that the exceptions in accordance with the regulations §13-2 a, c and d will be used for the procurement. The procurement is announced in the DOFFIN and TED database.
