Description : The Digital and Population Data Services Agency (DVV) promotes the digitalization of society, secures the availability of data, and provides services for the life events of its customers. DVV employs approximately 900 professionals and serves its customers in 36 offices (the number of offices will decrease in the coming years) throughout Finland. DVV leads the way, reforms society, and supports citizens in their interaction with public administration. DVV’s aim is to further promote the smooth functioning of Finnish society. Digitalization is one important way to achieve this. Currently DVV offers an identification service for foreign citizens (Finnish Authenticator). The identification service for foreign citizens is an application that can be installed on a mobile phone and used as an identification token when logging in to e-services. It enables users to identify themselves in Finnish public administration e-services. In addition to the application, the user is offered a self-service portal where the user can control means of identification and access his/her own usage data. When registering, the user receives a unique identifier. Identifier consists of ten characters, nine digits and a control character. Identifiers are generated randomly from a specific number space. Identifier is permanent. The identification service can only be used in services where the identification method is used. It is not automatically an identification option in all public e-services using Suomi.fi e-Identification. DVV's mandate to provide identification service for foreign citizens to public administration is stipulated in law. Current service needs to be renewed because the solution is reaching the end of its life cycle. Users of the current service: - 19 000 active users (have used means for identification in last 12 months) - Approx. 40 000 users in 5 years 200 000 identification events per year (2024) / 17 000 events per month - Approx. 60 % of users are Europeans, but identification service has been taken into use widely across the world - Approx. 35 % of active users utilize Suomi.fi Authorizations when using Finnish public e-services. After the RFI process, DVV is planning to run the tendering process and implement the selected solution by the end of 2026. DVV's preliminary requirements and desired features for the solution can be found in Annex 1 "Preliminary Requirements". Vendors are requested to take into account DVV's preliminary requirements and desired features in their responses.

2.1.4 General information

Additional information : This notice is Request for information (RFI) for Digital Identification Service for Foreigners. With this RFI DVV is seeking information on suppliers interested in delivering the product/service described. After the RFI process, DVV is planning to run the tendering process and implement the selected solution by the end of 2026. Responses to the request for information will be treated as confidential and they will only be used in the preparation of the future tendering process. The information provided by DVV is preliminary at this point and it is subject to change. Taking or not taking part in the RFI does not change the standing or status of a supplier in the eventual procurement process. This Request for Information (RFI) and any responses to it do not create any legal or contractual obligations for the Digital and Population Data Services Agency (DVV) or for the parties responding to the RFI. DVV will not provide any compensation for participation in this RFI process.
