Description
:
This contract was novated to UÉ by Ervia, its former parent company on 1 January 2023. The modification refers only to the UÉ element of the contract. Need for additional works, services or supplies by the original contractor/concessionaire (Art. 43(1)(b) of Directive 2014/23/EU, Art. 72(1)(b) of Directive 2014/24/EU, Art. 89(1)(b) of Directive 2014/25/EU. The existing supplier's longer contract engagement from 22/05/2026 to 22/05/2033 and additional services have become necessary to ensure the continued operation, stability and integrity of Uisce Éireann's core HR systems. The HR System Solution constitutes the organisation's long-term strategic HR platform and is fully embedded across all HR functional areas, supporting statutory, operational and business-essential processes. A change of supplier cannot be undertaken for economic and technical reasons without causing significant inconvenience and substantial duplication of costs, including: (1) the HR System is extensively integrated with multiple internal systems and enterprise workflows. Transitioning to an alternative supplier would require the redevelopment of bespoke integrations, interoperability layers and system configurations, involving complex and high-risk technical challenges; (2) migration of large volumes of HR and statutory data would entail significant transition risks, potential downtime, data compatibility issues and disruption to business-critical and statutory processes; and (3) substantial duplication of cost would be incurred in replacing and implementing the HR system.
